I had some troubles with ATITool crashing on me with 2900XT and I got kind of frustrated as I only needed to change my LOD. So as I knew some C# from before I decided to make my own tool to be able to change it.

It requires ATI Catalyst drivers, .NET Framework 2.0 and Windows XP/Vista.
